I am understanding that his excellency President needs the issue of the FDR to be resolved and closed its chapter. In this case he is right, the simplest solution to resolve this particular problem is together those FDR and returned them back to their native country _Rwanda which is very much more clear.
The problem is that congo has chosen to integrate FDLR in their military instead of sending them back to rwanda and now they're playing victim 🙄 a friend of ya enemy is what? Rwanda has right to defend themselves.
Recruitment of FDLR in Congo army is good and should be maximised then encircle them plus all their links that way to know if Congo wishes peace or war.peace by arresting them who seek genocide on Tutsis who are Congolese forced to take arms to defend themselves.
Congolese are also tired of stupid wars from over 100rebels from Mobutu and kabila eras.they need roads,schools,medicine,electricity but the corrupt govt that seek reelection this year prefere to ignore meeting with all rebels ignoring needs of Congolese, playing hate propaganda politics.

The problem is that there are legitimate people of Rwandan ethnicity in DRC that people in DRC are failing to recognize. These people are marginalized and treated as aliens in their country. Congo must accept that stupid Belgian borders can't be used to resolve the legitimacy on the people of Rwanda descent.
Secondly Kinshasa is so weak to administer authority in eastern Congo and therefore can't resolve the FDR question. Sometimes they use them as proxy militias to fight M23 or Rwandan army. Rwanda too has used proxy relations with the M23 to neutralize FDR threat. This is obvious.
But also there is the question of Rwandan descendents who oppose Kigali and organising in DRC because of the vacuum. For this Rwanda must resolve this politically by find common ground to bring them back home.
My final point is that the West must be frank with both sides, stop being guided by interests to define their relationship with DRC. This has been the order since colonial days. The CIA, Belgium intelligence and M16 assassinated Lumumba caused myhem because they feared Zaire then would slide into USSR's hands and hence block access to the exploitation of Congo. This guided their diplomacy. Now DRC is playing that card again promising access to mineral wealth to the West and for the West guaranteeing support against Rwanda. This is the real complex reality of the problem.
DRC needs to become independent, build it's capacity to self govern without dependence on anybody. We don't choose our neighbors, therefore they can't wish Rwanda didn't exist they will live or die with that reality.
