The writers of Veep have come forward and said that while Selena Meyer (and the president that she served under as VP Stuart Hughes) have been seen to have progressive views the Veep universe doesn't have Democrats or Republicans. Both parties seemingly are pretty centrist in nature and have all different characters that are seemingly center left or center right in both of the categories. In fact the words "Republican" or "Democrat" weren't used even once in the entirety of the series. So it's possible that the Veep universe uses completely different political parties entirely.
