If they`re not filling in the tuk-tuk completely and it`s just you guys, you will be asked to pay the fare for all seats. Some people tell the driver to take in more passengers and that they`ll only pay the fare of their seats and are Okay with waiting a few minutes for it. But I guess the driver knew you wouldn`t like a packed tuk-tuk and just asked ya`ll for a price he saw fit to cover the ride

Don't trust anyone blindly, if you feel something fishy run away from there, don't carry any valuables along with you, think twice if you are handing over your belongings to someone or leaving behind in the hotel, beware with taxi drivers, don't hand over complete money before starting your journey and always pay atlast, don't loosely keep your mobiles, always have your meals where there is more people in hotels, don't eat in hotels you reside they charge hefty.
