Hahaha i just had that happen as well. its a glitch on the spawn size scale. it isnt too rare to have happen on a falmer as stated by todd ( creator of skyrim) but its still funny as all hell.
Found one of these. It was a normal falmer, I put it in the arms of the normal sized one when I killed it so it looks like parent and child

Its not a console command lol if you go to this place the falmer is smaller
I play on ps3 and found this little guy too. First I thought it was a glitch, than I realized it was a baby, and after that I realyzed that two Falmer must have had s...x >.
i was on ps3 too an i was running around looking for something to kill but i found this baby falmer.
When 'setscale' is used it increases or decreases the speed and damage that the target can do, depending on the value used.
For instance, if a NPC's scale is 2 and a smaller value of setscale is used, his speed and attack strength will decrease and vice-versa. This enemy has the regular speed & attack strength of the standard Falmer Gloomlurker eliminating that theory. Plus my original version of this video is filmed on Xbox360 where console commands can't be used. Check out Nchuand-Zel yourself
