I think it's just because many Sica's lines doesn't suit Tiffany not because we hate her. In many songs like Gee she deserves those lines even it doesn't suit her. But there are songs like Bad girl or Motorcycle where she doesn't need more lines and you have members like Yoona or Hyoyeon who has less than 7s... Also there are lines which really doesn't suit her, like galaxy supernova or the great escape So it's kinda weird seeing her singing a line which it's difficult for her and also when she is who sing the most in the song
