I think you should make your videos as long or short as you want. People always have the option of playing them faster if they are in a hurry. They can adjust the play speed by clicking on the little cog wheel at the bottom of the video, under where the time line is while the video is playing. It can be sped up to play 2X as fast or slower if wanted.
