The moisture has to do with the construction process of the fireworks, the rockets may be newer, and when the sun hits them, the moisture evaporates. They will still work, just need some drying time. I've found this with shells I have, I've bought shells as filler that I thought were ok, but not showcase shells that were made the year I purchased them. I let them sit in storage, and forget about them until the next year or so, and shoot one to scratch the itch, the shells are way better. What I'm getting at is that some of the product is still damp when it gets shipped here, and it still may work, but a little of drying time may get you better performance
Yes, even the same fireworks will perform a little different just because of it being a damp or a dry day. I like to use welding rods as an example. They will burn on the dampest days but we buy hot boxes for great performance.
