You’re close, it’s if there is 1 or 2 shells remaining. Essentially, it seems it exists to stop the phone from solving a 1 live 1 blank scenario. But no matter what, it didn’t give you any real information on the gun’s state (hence “how unfortunate”).
Liars Bar and Final Spin are both basically this but dedicated to multiplayer and already have much smoother/funnier gameplay to it. This probably won't allow it to come back. My guess is Liars bar takes the crown for this genre that seems to be growing in popularity

With a few QOL changes, this could be very good. They definitely need to remove the locked camera. It works fine in single-player, but in multiplayer it makes the scene too static and boring. It also means you can't view how much health you have during another players turn. Less health maybe? Or make cigarettes pop up less frequently. The survivability is too high IMO. The phone needs to be replaced with something more useful or it should get another rework. In singleplayer it's helpful but there are too many variables for you to reliably use it in multiplayer, which only causes confusion on what it does. These are the three things that bothered me the most, but this is still early access so it should be getting better. If they get the balancing right and add a few more things this will definitely be my go-to game for this genre.

When there are only two shells left in the shotgun, you can't use the phone to predict incoming shells. The phone only tells you the position according to the CURRENT REMAINING amount of shells left inside the shotgun, not the fully complete amount. The inverter does not convert all shells in the shotgun. Only the one that's about to be fired.
