As to how bugs get from planet to planet, I'm assuming you never saw Starship Troopers.
I've never seen Starship Troopers, how does it work in the movie?

I question not the managed democracy. But I do know the bugs are harvested for fuel. We were farming them, but they got out. Now we must contain them again.
They were let out. Gotta let them repopulate to keep harvesting them (which, if I understand correctly, requires killing them).
I had a theory about the bugs ability to travel between stars having something to do with their biology and why they are so valuable as fuel for faster than light travel. The fact spores are part of their life cycle lends credence to the idea that the fuel contains active spores. We also know from the tutorial that there are bugs on Mars and that humans have been farming them and breeding them to better serve as fuel for super earth. Also the Automatons were former humans who didn't embrace the managed democracy with an iron fist and became cyborgs in the first game. They literally use the same symbol for their faction so I doubt the official tale that Automatons are different from the cyborgs is completely true.
