Fun Fact: that Congratulations! screen is actually the game's crash handler. Every time you saw that, the game actually crashed. I think it works the same way with the Sega screen in S&K.
I didn't know Sonic and Knuckles did that too. I'll need to try it.
If you go to GameHut's channel he says Travelers Tales did that in their games to pass certification checks, most bugs send the game to a level select screen instead of crashing the game.
He mentioned that when said the screen was a failsafe
The game is saying: CONGRATULATIONS! YOU DESTROYED YOUR GAME NOW YOUR FUCKED UP IN THIS SCREEN OF FINDING LEVEL SELECT.
And the ILLEGAL INSTRUCTION text in Sonic 1.

I'd really recommend everyone to go look at GameHut's channel. He pretty much made this game by himself. He explains a lot about the coding of the game and why he included the "Stage Select" screen. Basically it's a clever way of making it look like the game is fine when it's actually crashed; say for example if you've knocked the cartridge or whatever, rather than showing an ugly crash screen.
A place where interesting things happen... unlike in these videos. Also, MegaGwolf, the audio doesn't affect the actual game that badly outside of... well, the audio. And honestly, watching broken visuals with normal music is boring as hell. For someone who said they were experimenting, you kinda are doing a shit job at it. Not having a go, I just wanted to get it off my chest...

Don’t know if you already knew this, but that’s just a crash failsafe. Whenever the game WOULD crash, it sends you to the level select. You can LITERALLY achieve it by punching the cartridge, I shit you not.

That's sad, today, you just get a long message with an errorcode, and the option, to send it to the developer, and in exchange, you can buy the level select via DLC.
Marco Funke The failsafe was actually made as a way to get through SEGA’s mandatory tests faster by making them believe that the game didn’t crash when they were testing various ways to force a crash. (Technically it does crash, but all game crashes are set to force a soft reset into the “secret level select”)
Having watched the developer commentary, it's not suprising that you got so many congratulations messages, because any error or crash automatically brings up that screen so it could pass inspection without crashing

Never even knew there was a level select code for this game when I was little... if you tilt the cartridge even slightly, it takes you to the level select screen. Which we found out by total accident.
Sonic and knuckles will boot you to the title screen in a crash, meaning you lose your progress. Sonic 3D will, in a crash- CONGRATULATIONS
Rusty Ruins Zone now actually looks really rusty in this corruption.
Oh this is one I've done before! I did a whole stockpile of 3D Blast at one point years ago. I should mess with Sonic stockpiles again

I think the games showing the level select screen because it’s trying to handle the crashing issues within the game, it’s saying congratulations loads of times just because it’s the crash handler it usually takes care of the corruptions remnants and assets at the same time.
You should send this to @GameHut. He's the guy who programmed the game and probably would be very amused.

lol Sorry MegaGWolf but Jon Burton is no average programmer, he caught nearly all the game-breaking bugs and made them all send you to the "CONGRATULATIONS" screen so SEGA would think the game didn't crash!

Before even watching the video i know how this is gonna go. John from travelers tales said that in order to pass the sega stability tests he made it so that in case the game crashes, it tells you you found the secret level select screen and shit, so that sega would think its a cheat and not a crash.
