I am wondering if it is because he (the cyclist in lycra) is not stopping with the cars just because he can; the other cyclist stops between cars respecting traffic rule. If traffic stops he needs to stop too.

Nothing wrong with this bicyclist. He's doing what he needs to do to avoid getting run over by motorists. Usually that means keeping to bike lanes (on those rare occasions when there are any), but sometimes you need to dodge danger by getting on sidewalks or in the road.

Seems both bicyclists are being silly. When you encounter someone on the road, simply either (a) trade off drafting each other (whoever is following gets a 20-30% reduction in effort) or (b) ride conversationally, side by side where space permits. You sometimes meet interesting people that way. And two bicyclists are more visible to other traffic than a solo rider is. One or both of these guys is being competitive. To really compete, enter an actual race! Took me a while to grasp that there are no trophies/prizes for "winning" a training ride or commute.
@@archetypex65 whats the prolm ass....sidewalk is where bicycles are ridden where i live if there is not much foot traffic. Safer that way, If you ride in the street here, you often get killed,,,,,but, if you come and want to do so, no one cares. Also, if you get killed in traffic, riding where no one expects bicycles to be in heavy traffic, no one cares about idiots doing dumb things either
