China didn't gave loan, Pakistan approached for loan, and there is no scope to give, as a lender took risk by giving with high intrest, where a nation which does not have any bright spot.
According to economic knowledge, New IMF loan which is 7billion dollar will be disbursed in 37 months with subjected to amending IMF demanded reforms.
It means this loan will be disbursed one more 18 months. Nearly 4.5 years.
If this loan doesn't received in said time, then Pakistan Economy will go much deeper risk. Then it will be end with only option by selling the Pakistan lands to other nations.
45 billion rupees was taken from Pakistan Bank by present Govt in the span of 18 months, it shows clearly Pakistan will be collapse.

Paying Capacity charges for poor quality,over prized coal plants can b only bcz of bribery taken bcz normally they r agreed for base power plants eg Hydro or Nuclear plants.
India too faced such agreement with Enron where 16% capacity charges & running charges with 10% running cost increase were agreed in Maharashtra but luckily for public, agreement was scrapped with $1.3b compensation.
