Aladdin is in fact nominally set in China in Antoine Galland's 1704 'The Thousand and One Nights' ("in one of the large and rich cities of China there once lived a tailor named Mustapha..."). Mind you absolutely everything else in the story is more Middle Eastern than Chinese so the 'Chinese' setting in the original Middle Eastern folk tale is probably simply meant to evoke a far away, exotic land the listener might have heard of. In the 19th century and for a lot of the 20th century plays and films about Aladdin tended to go back and forth between whether Aladdin was set in Arabia or (a very stylized) China, with the latter more dominant on this side of the Atlantic here in Ireland and in the UK. Heck I was born in 1981 and I can remember from my childhood that the Chinese setting was dominant in pantomime. I think the game changer was the 1992 Disney film which cemented the pseudo-Middle Eastern setting in pop culture.

I think the issue of Kelly’s birthday is overstated. She is happy for Slater because he’s going to have his own car. At no time else in the show is anyone else in the group shown to have their own car. Heck, we really never even hear of Slater’s car again.
Probably true, but I had in my mind the "Blind Dates" episode where it is Kelly's birthday and we still don't know how old she is. So it became a bit of a continuity marker for the videos.
I think the thing that tipped the scales was the blackmail. Once that happened, all his attempts at getting his niece a date had to be seen as creepy. Without the blackmail, it would have just been odd.
Funny you talk about episodes that are out of context how about the final season where Kelly and Jesse vanish without a trace and is replaced by the biker🏍chick Tori Scott and then Kelly and Jesse return and Tori who dated Zack is never seen or mentioned again LOL?! Yes I know this was due to a contract dispute with both actresses. Plus the final season was extended as I recall and episodes from the season before aired as well.
