I need to get back to that thing. I bought some old drives.
If I had a computer with that particular video board I would have been inclined to try it with my Samsung 940MW multistandard monitor.
If I remember correctly, with those old ROMs the 12v was only required for writing (i.e. programming).
If you are interested, the VDM-1 manual, I have one.
