So first you need to minimise what she did as "just a poster." She did not want people to know about and deplore cruel crimes against innocent people. I see the poster, but I don't see any official university approval of the poster. According to academic rules (probably also in the US), unauthorized posters are illegal and should be removed. The university authorities should have found the person who hung this poster and imposed sanctions on him. Unauthorized posters are illegal and must be removed.
