Tip to anyone playing. If your trying to Make a Small 1-3 State minor into a subject and infamy isnt that bad use the conquer State Wargoal and Then release them as a puppet via diplomacy its a great Way to get more money and better laws in you subjects

You should've explained more about the production build up
Before you give an agitator leadership. First invite him to country and wait a Day after agitator start his public movement after that you give him the leadership. This way you get all th3 support and loyalist when you succesfully do that law
One question for you that i cant seem to figure out by myself. How did you get the landowners to be okay with homesteading? In my game i have abolished slavery like you did with the agitator. But beyond that it seems impossible to do the bureaucratic reform without a civil war.

Just played the ottomans and its really a struggle with every law. I always play egypt as I am egyptian and I like that the represented this era😅) and its much easier with laws. The challenge is more economic. but Ottomans is really fun challenge
