You can do both, but it's a hell of a lot easier/safer to do it with the clutch pushed in throughout the whole process. If your perfect with your rev matching you can do it individually, but if not you could over/under rev just once in the whole process and throw your car
If your not perfect, over revving it slightly is better than under reving it. Just slowly release the clutch so the engine matches the speed of wheels as you slightly slow down during the shift (if you over rev), and you wont jerk forward.
