@@Yasklit i think the director confirmed Godzilla didn't evolve fully since his evolving stage got interrupted and he had to breakout from the ice nap. If he had longer nap and absorb far more radiator he would achieve spiral ray. There's is a presence of blue atomic breath which is true tho

I think Godzilla can control his atomic breath just like homelander can control his lazer eyes how hot he wants. Plus mothra already told Godzilla to calm down and don't kill kong and shimo. Look what happen to tiamat and scylla eating full power atomic breath. They got exploded to pieces. Godzilla evolved could literally do that to shimo. But he lowers his atomic breath power to not kill
Shimo had a hole in one of her shoulders. You can see it in some
of the scenes after Godzilla attacked. Her belly scales also got burnt off kinda from Godzilla’s beam. She’s definitely tough, but not invincible.

It's due to him not being completely evolved. It was confirmed that godzilla didn't finish evolving and stopped halfway through once he sensed scarking making his way to the surface world
