Could a laptop rely on charging with a type c or USB/HDMI cord charger?? I can't afford the volt tester and I think my laptops charging input is physically damaged! My laptop fell on the floor on its side with the charger plugged in :/

Yeah, that could definitely gave damaged the port. That's actually a common way it happens. If your computer is designed to charge through an additional USB C port then yes that should work.
