It's literally in the rules that managers have to make themselves available for press. It is what it is. If I were a manager what would piss me off more than anything is why the press are allowed to ask questions where the only way to answer it is to get yourself a fine. They know what they're doing and then they act confused when the manager doesn't want to answer.
