If you're talking about the empty space on the far sides, it keeps the drive mechanism from going to it's extremes. if you're talking about the double gap on the right side, well, normally you wouldn't have that inner gap. If you talking about the bit of wire left on each side as it spins, it's a buffer to keep the drum from breaking the wire from the tie off points.
