It was also Salvador Bacsal who gave testimonies on the negligence of Don Paz crew when the MARINA and PH Coast Guard determined that an apprentice steered the Dona Paz as officers were drinking and partying while the captain was at his cabin watching a movie on a Betamax. In his statement, Bacsal heard upbeat disco music from the bridge and assumed that there was a party filled with laughter and dancing. Added to his testimony was that of Ret. Senior Sergeant Luthgardo Niedo (then a PC-INP junior sergeant), who stated that a party was indeed held at the bridge and a rookie constabulary soldier who went to the event to possibly consume some refreshments and ask for a smoke only to abort the latter in favor of sleeping peacefully told him that there were some passengers joining the fun and a disturbing element was found within: the captain was among the attendees. Both Niedo and the rookie agreed not to make it a big deal as they were confident that there was a shift of duties and a chief mate (first officer) or substitute captain relieved the main captain. Following the crash, Niedo knew in his heart that the rookie soldier told him the truth.

I told the Captain about the fire. He initially dismissed the fire as a ‘kain gin’ or forest fire but later confirmed that it was indeed a burning ship. Another Negros Navigation vessel, the MV Don Julio had intercepted an SOS call from the stricken MV Doña Paz.
You and your captain are true heroes. Barranco is a native of the province of Iloilo and hails from the Jaro district of the capital, Iloilo city, both of where some of my relatives come from. He died last 2018 and is buried in a private graveyard in Iloiio city owned by a relative of the Uytiepos, who happen to be relatives of 2014 Tau Gamma Phi hazing victim Guillo Servando.

I was looking for a book report for my kid in the library when I accidentally saw the book in the library title "_Worst shipwreck at Sea." OMG! Fresh from my mind when it happened many survivors and dead bodies were brought to Port of Iloilo. Some of the survivors grasp anything that floats, one was able to grab a plastic of chips floating, other woods. It's Negligence on both parties, one of the Captain fell asleep, I think the tanker side and the other one not watching his ship. Many undocumented passengers, ship overloaded. Xmas time everybody in a hurry to go home. I found this book in Illinois library and the tragedy happened close to my island. For those who did not make it, may their souls rest in peace and those responsible were put in jail. I really forgot what happened next.

I was looking for a book report for my kid in the library when I accidentally saw the book in the library title "_Worst shipwreck at Sea." OMG! Fresh from my mind when it happened many survivors and dead bodies were brought to Port of Iloilo. Some of the survivors grasp anything that floats, one was able to grab a plastic of chips floating, other woods. It's Negligence on both parties, one of the Captain fell asleep, I think the tanker side and the other one not watching his ship. Many undocumented passengers, ship overloaded. Xmas time everybody in a hurry to go home. I found this book in Illinois library and the tragedy happened close to my island. For those who did not make it, may their souls rest in peace and those responsible were put in jail. I really forgot what happened next.
