Are your pictures backed up in any way possible? You could try to use some data recovery tools on mac os or windows. If you can't, there might be some businesses out there that will get your pics off the phone. Also sorry to hear about your dog.

I’m assuming you got a new android since ur commenting on an android video. I don’t have much experience moving data between androids but there should be an option during setup to migrate your data

Or select Wipe cache partition as it wont delete all your data.
This phone had some core system apps deleted so wiping the cache wouldn't help here
