Slightly different story 30 minutes later!

Slightly different version than his first statement 30 mins prior, I'm not 100% the point is that part of traffic investigation is to get both sides of the story not write multiple tickets before ever engaging with me.

The intention of turning left …our responsibility to see all lanes are clear to make the turn …it doesn’t matter if everyone else stopped

So a guy making a left turn gets 2 lanes to stop, but the guy in the video, is in the 3rd lane doesn't see him turning and the guy turning doesnt see the guy in the 3rd lane. So they hit each other. Guy making left turn is at fault. What changed?
