Most of the popular CMs are from regional parties. National parties like BJP and Congress do not allow strong regional leaders. Even in regional parties, no leaders are allowed to be popular than CM. For example in Kerala, where Shylaja teacher became more popular than Pinarayi, she was removed. This is true for all parties.

If giving back to the centre in its own terms with the use of state police is the right thing to do, which, in Maharashtra means shielding the ransom-seekers and drug peddlers, that should explain the great popularity of the state's CM. Similarly, the reign of terror unleashed in WB has the approval of a large section of people, god save this country. Nope. "Center-State fracture" was not started by Indira Gandhi!! Anyone who knows the history of subcontinent would know that the "North Indian Kings" who successfully captured Delhi, ALWAYS found it hard to control other linguistic people down south and in the east. India was formed only in 1947. Before that there were like two dozen countries in subcontinent who were fighting each other over resources, wealth, land, etc,. People in the subcontinent were murdering each other for over 2500 years. If you go back 2000 years or 1000 years or 600 years or 250 years then the people lived in South, consistently flipped middle finger to the once who tried to take control over them from North, and vice-versa. India was never a single country in the past, it's just 75 years old, and the actual history of 2500 years is haunting it.

With the rise of Modi state leaders of BJP like Shivraj Chouhan, Raman Singh, yedurappa, Vijay Rupani are cut to size to fit in the equation that centre government wants. It creates an unease among leaders they imitate Modi style of functioning and end up in mess like Khatter did in Haryana in farmers protest. The magic of Shivraj and Nitish is missing. Only Yogi looks different it's because he refused to become puppet in hand's of high command.

Also, in Maharashtra had BJP fought independent, it might ended having bigger chunk of seats. MP happened to be 15 years of ruling, Tamilnadu never been BJP stronghold, Bihar Nitish happened to be face again and surely bound to lose considering current chaos.
Now left, Rajasthan, so let's wait.
Punjab, Delhi and in other states BJP was never since Modi.
It is too early to discount Modi popularity in State Election because while winning is majoring criteria one must not forget that it is only party in last 40 years whose footprint are still increasing and with cadre of RSS and BJP let's not discount BJP presence in Southern States.
Irony of our country is when we talk about diminishing federal structure we tend to forget the attitude of other non BJP ruled CMs who were envy of Modi even befor he became PM so the disconnect is less political but more personal.

Centre state relations were always fractured in the states mentioned by Gupta - Orissa, Bengal, Maharashtra, Tamil Nadu etc. It’s a fallacy to opine that BJP started this trend.

Secondly how they can keep National interest above their regional interests which is basis of their politics. In my opinion we need at least 2-3 national parties who have nationwide hold to form a strong opposition or threat to the ruling party.

All CM from regional parties are party supremos and have attained cult-like status in their respective area of influence (with Pinarayi V. breaking CPIM tradition) while CM from Congress and BJP are appointed by the high command and are unlikely to have personal following except for maybe Yogi Adityanath.
