When a renter OR buyer moves into an HOA neighborhood, it is generally REQUIRED that they are given the bylaws/rules for the HOA... especially since any monthly fees and fines would be described within it. You might reach out to the county to see if there actually IS a legal HOA set up, instead of your 'landlord' making this up to fine you/create extra income for himself.
Simple solution, tell the rental company that if they won't provide you with proof and documentation that you are in an HOA then you will act line you aren't in an HOA as they are legally required to not only have informed you of that before you moved in but also to provide you with documentation of the rules before or on request. Also report them.
Moreover, if it's not in the contract/written_legal_agreement then it is not enforceable. You can't change the terms of a legal agreement after the fact.
OP needs to get money from his relatives if possible to get a lawyer and sue the rental company. Showing evidence that this is not the house when these pictures were an ongoing issue. As well as misleading and not having signed anything saying that we were part of the HOA.
The handicap van story: my dad has a vehicle like that but the ramp is on the passenger side rather than the back as some do. He is the type to take no shit from any one and get the offending car towed/reported. The fines for impeding a handicap vehicle or anything handicap are rather high.

In 1993, the year I finished university, and was waiting for my new bride to finish her university degree, I drove school bus. I was asked if I wanted to drive a handicap bus. I agreed, and wasn't given one of those short buses, but a standard 40 foot bus with a wheelchair lift on it. Normally, because I am a nice guy, I would curb the bus, put the yellow flashers on, and take my sweet time to detach the wheelchair (which required 4 straps), then unload them, with me being the one to do all of the work. This took about 10 minutes. That is why I would just curb the bus. But there were several times where there were complete buttheads behind me. You know, you can see them in the rear view mirrors. It wasn't apparent that the school bus I was driving was a handicap bus from the rear. It looked like any other school bus. There were at least three times that I just put on the red light (I am not sorry for the ear bug. You are welcome.), and spent my sweet time unloading my kid, while making both lanes stop for 10 minutes. Oh, Roxanne, you don't have to put on the red light.
So, you inconvenienced DOZENS of people because of maybe ONE person who was, as you called him, a "butthead." Therefore, who was the REAL butthead in such situations?

Med student story, years ago when I was in telecom school an instructor mention d "pigeon paper" letters - apparently back in the day, AT&T had special paper with a pigeon watermark for those kind of "recommendations"... 😎
My MIL was a high school guidance counselor, and had to write many letters of recommendation for unworthy students. She was very conscious of the possibility she could be sued. Students who had no praiseworthy academic or other attributes received letters praising their lovely HAIR.
Talking about getting sued. I worked for local government (now retired), and just about everyone I knew, who was or had been a supervisor at some point, had the one employee who was the bane of their existence .... attendance, work quality, etc. Some got fired, some realized it was in their best interest to fine employment elsewhere if they wanted to continue to get a regular paycheck. But, to a person, it was next to impossible to be able to make a positive recommendation to a potential future employer, so, it eventually became the policy that requests for recommendations when to HR and those letters were answered by HR. Never knew that those letters contained, but at the direction of the law office, HR had a standard letter that was used. I never learned what the format of the letter was. Didn't much care since it kept me outta the hot seat.
When I was an undergrad, I got along great with the department chair because we were both sarcastic curmudgeons. I walked into his office and he was roaring with laughter. I asked: "Did someone die?" He said: "Much funnier." A barely mediocre student (D+/C-) had put the chair down for a reference without asking first. The chair wrote a scathing evaluation on the form. In the "reference" he used an insult I have appropriated ever since: "Marginally toilet trainable." He asked them to never let him destroy higher education by admitting him to their graduate school. If the student had asked, the (strictly honest) chair would have said no. But the student was not only a poor student, he reeked of arrogance and entitlement even back in the 1960s. Fewer lawyers back then. Chair checked not confidential. I asked if he was afraid student would see it. He said he'd first need to find someone to read it to him.
Now that reminds me of the time the Jungle Doctor had to fire his cook-boy for sheer incompetence and the boy asked him to write a letter of recommendation. The doctor was brutally honest, talking about how the cook-boy had managed to break every single piece of china and "as to his cooking skills, I can only say that he is an excellent footballer." 😆 The doctor was very surprised when the cook-boy later said that the letter helped him to get a job working for an Indian gentleman... until the doctor discovered that the Indian gentleman couldn't read a word of English. 🤥
Last story: OP should contact the police as what this rental company is doing is straight out fraud. Not disclosing an existence of an HOA while trying to deny it is illegal. Also if there is no HOA at all then the Rental Company can get charge with unlawful fines.
If I were the driver in that first story I would have just dropped the same on the offending vehicle, and given the response when asked "Oops all the signs say I need a 3metres clearance it's not my fault folk cant read".

Re: the van story, It's quite possible that the person who parked that car so rudely never even noticed the placard specifying the space needed. People don't even notice signs much of the time. Yes, it's rude to park as they did, and yes, it could be called unthoughtful that they didn't look for and/or notice the sign. People are often terrible jerks for no other reason than that they are self-absorbed and inattentive to their surroundings.
As for the medical school, we have to remember that although some students may graduate in the top of their classes, some unfortunately barely graduate at the bottom. Sad but true. Just glad I don't have to pay their medical insurance.
Complaining Student Story: If I were OP, I'd have given her a grade above what she legitimately earned but just under what she needed to be eligible for Medical School... And I'd talk to her other Professors and suggest they do the same...

If that was me, I would create a detailed portfolio of her academic records, attendance, aptitude, test scores, the lot, and write a clearly honest letter of recommendation for her to read. If she got her lawyer involved, I would whip out the portfolio and ask the lawyer where I defamed her.

Really, it sounded to me like the person who parked the car too close made an honest mistake, and the driver for the wheelchair passenger really should have gone inside and just asked for whoever is owned that car to please move it enough to allow boarding for the wheelchair.

Also violence is not always the answer (with the exception of a Karen laying their hands on things not there's)

When buying a house or renting ALWAYS ask for in WRITING about the existence and rules about any and all HOA properties!

Renter not informed of HOA WITH AN ATTACHED COPY of HOA rules is not required to comply with the rules and the owner can suck it up and pay the fines.
