Mazón, the right wing president of the Valencian regional government, is the one that legally has to formally ask the central government for help. He wouldn't do it because the national government is left wing, so now the people are f4cked. Sánchez has sent in the army which is technically not legal unless the regional government asks for it. You can hear people in the full video shouting "murderers!". They were shouting at the politicians who then high-tailed it out of there while the king and queen stayed. Sánchez could have overridden the regional powers if he had declared a state of emergency, but he didn’t. So in short, ALL the political parties are to blame, but especially the regional one. The regional government got rid of the emergency response unit at their level as part of a deal for forming a government with VOX, the extremist right wing party. The regional government is the one responsible for sending out warnings to people in this situation and monitoring the whole thing.
