The baptism of the Holy Spirit is how the Spirit is recieved as a permanently indwelling presence.
The old testament prophets had the Spirit of God come upon them, fill them, and then depart for a time.
It takes being filled to overflowing for the Holy Spirit to permanently indwell the believer.This is called being " born of the Spirit"( John ch.3) .
There are only three instances in scripture to where we are told of believers recieving thr Holy Spirit and what happened when they recieved( Acts ch.2,10,and ch.19).
In each instance the first thing that happened was that they spoke in tongues.
In sriptural study there is what's known as the Law of Repetition. According to this Law, the Word will repeat something said and/ or an event three times to:
1) Direct our attention to an important spiritual truth.
2) To set a precedent so that the same circumstance need not be repeated exactly as it occured each time it happens.
