I'm pretty sure that feature gets its info from what most of the actual players do in the game. Just like the recommended relics feature
Well the data is from the Wiki from those guide makers. If anything it's just making their "work" more official now
I think that feature was private data bank for the Dev to formulate a character kit but then HSR just decided to "F it, let's give the players the access too"
