Easy answer because it's a Bootleg Sega Genesis/MD game , not a official game made by a popular dev company... the Pirates stole assets from Capcom SF2 sound/Music 😕
I had the Japanese version and I don't remember it being this bad. The music was different and wasn't slow like this is. Why are the two versions so different.

Correct me if I'm wrong but I heard this was supposedly made by the same developer (or publisher?) who made their bootlegged games with adding Bonkers Music (and SFX), Except this one.
