Good info. Kizzy. I researched pricing for a proposal and found information on the previous incumbent with pricing that included base plus 4 years. I bid about 100k less than the previous and even the one before that one, I was pushed out of the bidding process because they wanted an 8a business. Now, understood, however, apparently, there were no 8a bidders, and I could tell that they were interested in my proposal, however, the CO still declined my proposal and placed the solicitation on hold. I even inquired if there would be a way that I could be considered due to me being an SDVOB, as the POP was for an army base. Nope, she even stopped communicating with me and I tried including her immediate supervisor (after about two days I get an email error response stating that the supervisor's email address didn't go through..probably blocked my address) Fast forward, I noticed after about 3 months had passed since the solicitation, it was awarded to an 8a, who didn't really seem as if they were the best capable entity to carry out this task, and their bid was much lower but didn't appear feasible enough to perform the task. I was quite confused as it was in the healthcare arena and that's my background for the last 25-plus years, so I know I could have provided the best oversight of this project.
