Because their names are in japanese and Japanese ppl don't (and can't) use the "L" or the "RR" sound. Also, it only applies to the beginning, as "Ruka" and "Ren" would be pronounced like "Rruka" and "Rren" by the non-japanese speakers; so, the "l" is a better option because there is more resemblance between "r" and "l" than "r" and "Rr". (I speak Spanish, if you too, you can ask me to translate that if you like n-n )
