In my opinion, Light isn't a good manipulator at all. Like L said, his act is corny. It's his reputation, his father and later, his authority that makes people trust him and be so oblivious as to what he does. Or the people there are just dumb, it was very obvious he was Kira.
Light is not a bad manipulator, it's just that El is smarter than the others. It's not surprising that he, being a genius, recognized Light as a deceitful and cruel person :)
