I'm no expert on women's hair, but this looks to me like the "big hair" bouffant style that became popular a bit later in the 70s. Maybe the lady was a trendsetter, or maybe the trend started sooner in CA, or maybe somebody else with more knowledge will point out that it's some other bouffant style. But all bouffant styles "puff up" the hair in one way or another and some are pretty extreme.
It was a style in the late 60s--early 70s, particularly among country-western singers and their fans. Look for photos of Loretta Lynn and Tammy Wynette for examples.
