@pigeonart I've only just seen you hold the whole skirt up against you, but am thinking it might be enough to do a little sleeveless or tank style top? But looks like it could be a bit short - maybe adding a matching (or contrasting) strip of fabric at the bottom.
The background music seems just a touch loud, making it a bit hard to hear the dialogue. I noticed it while watching on TV. It's not as noticeable on my phone.

Darts or gathering might have worked on the front and back of the blouse. It might have needed trim depending on how well it turned out.

I would have just put new elastic in the blouse
It actually looked like new. I don’t think it had been worn much before being donated.
