He was actually a good teacher. Under his training, Naruto actually caught up to his classmates (and that was like a few months). He made Sasuke good enough to be elite among Chunin and Sakura was powerful for a genin (like, worse than Naruto and Sasuke, but Sasuke came out of the academy Chunin level and Naruto is a stamina monster that could hold his own against higher leveled people because of it). His only failure was Sasuke and that wasn't fully his fault since Orochimaru targeted Sasuke during a moment when he was mentally unstable and feeling a bunch of self loathing. ANd Orochimaru is someone who is a master of manipulation. (And we later learn that Itachi purposely made Sasuke mentally unstable so that it would be easier for Orochimaru to manipulate him).

He WAS nothing. 99% of other people would’ve given up on Kurama, but Naruto, he was special not because of how he was born, but from what HE chose to do, he never gave up even when the whole world laughed in his face, and it was through that determination, he befriended Kurama, and EARNED that power. Not as an extra stash of chakra to draw from, but from making a friend. He didn’t want Kurama, but he had him anyways, so he made due. He overcame his circumstances, thats the beauty of Naruto.

Neji's philosophy was basically that people only achieve greatness if they're born into a legacy of greatness, and hard work doesn't change that. No one knew it at the time, but Naruto was definitely born into a legacy. The line of Hokages supports Neji's point, which is why he said so.
