i speak both Spanish and English, came to US 25 years ago running from Castro. i hate communism and i love US and our president Trump. I'm an American citizen. i can tell you that those two friends are having a great respectful conversation about getting their hardware improved for better transmission. they are really humble guys with no money. they are both Cubans and they are talking in a relaxed manner with a country accent, that's why is so difficult to catch for non Cubans. fortunately they are not using any encryption to obscure any message, so as far as i know, English is the etiquette language for general communication but you can perfectly speak any language with a buddy as far is translatable and not encrypted. You can have a conversation in any known language. It's similar to how the FCC distinguishes between 'digital' transmissions on amateur radio and 'encrypted'. As long as it's something that can easily be translated, not made up and/or designed to cloak communications between select individuals, it's legal. Only your call sign must be in English or international Morse code.
