No, it only "unregister" device from the system, the drive disk itself will not be touched. If you want to go extra safe, you could turn off computer (not hibernate) and pull your drive after

The whole point is to eject it without having to interrupt your work in progress by restarting ... of course most people know that shutting down would be a solution but its not a good solution at all, its time consuming and interuppts works in progress ...

No it's not safe, your device may eventually be corrupted if you keep pulling it out without safely removing your device, you'll loose everything :(
