If you're trying to break in a camshaft leaving the engine at idle is a poor way to do it. With no load its perfectly acceptable and preferable to IMMEDIATELY get the engine speed up to 2000 rpm or so. Especially a "solid-lifter" engine with limited oil flow to the camshaft and lifters.
Sounds like the lifters are adjusted perfectly.
