    So the government is the one that's supposed to rehabilitate the mines, why don't you blame the mine owners who didn't properly rehabilitate the mines?

      It was governments responsibility to ensure that the mines were properly closed and rehabilitated - thus....?

      Its called a rehabilitation fund. It is a deposit lodged with the Dept of Minerals when a mine is opened, so that rehab can be done by government if the mine doesn't do it. Gov has the money. They have spent it
