Great video ! Just about to do exactly this process on one of my mower pulleys. A thought about the pully spinning when drilling rivets. Drop a bolt, nail or similar item through one or both or the pre existing two holes in the pully so that it is trapped in your vice jaws.

Aluminum Rivets would be Easier and Cheaper...
