    The mayor denying that they knew anything about something they are directly responsible for means they're either a criminal or an idiot. Either way he has no right to be in office.

      UPDATE: THE CITY COUNCIL HAS ALREADY TAKEN ACTION. FIRED EVERYONE, except the Mayor. Unbelievable corruption. Nothing surprises us anymore.

    I've lived in small towns, and in communities of that general size, the mayor usually has a very good handle on what's happening in their town. And not only that, but the citizens ALSO know what's happening. So how this mayor can claim no knowledge...well, it's just not credible.
    Town CLEARLY has serious issues. Did anyone catch that flash of legal docs in which it's revealed that the PD has a BOILER ROOM OPERATION for fine collection? Did you also catch that this "collection department" is operated out of Houston? If you were in charge of some small town that's not exactly up the road from Houston, about the only reason you would need to do this would be that, if the "city" found out by hiring locals and they caught what was ACTUALLY going on, all hell could break loose.
    Also, there aren't too many reasons why a town...speed trap or not...would need a large outsourcing for just police fines. But one that comes to mind is kickback schemes. KHOU might have some fun digging into that city "department". Might also get a butt load of city officials (such as Hizzonor Mayor Idunno) dragged in front of a judge. But this IS Texas, so who knows? That state's corruption honestly rivals Chicago's!
    And if you like getting Version 1 of corruption's greatest hits, the sequel might be even crazier. So...1 in 5 residents of Coffee City, TX are cops...which defies mathematical odds. There's no good reason why a greasy spot in the road needs 20% of its residents to be cops. Sooo... let's have a look at the local police union. Certainly THEY would have some answers, although I doubt you'd get them without resorting to MASSIVE amounts of legal bombardment. But if you have a situation like this... c'mon, the police union knows the reason. And potentially, how much that reason costs in terms of percentage of fines handled by Coffee City Mystery Accounting LLC.
    Honestly, from the moment that I saw that wildly skewed population figure, I could SMELL the corruption. And given police union involvement, that would probably make said union qualify as a multistate problem...and then it's time to ring up the FBI.
    Mayor Hotpants there has now arrived at his own personal Omega Mart...because he has no idea what's in store for him! This could be good for a few months of comedy!

      City Council at fault too. They listen to budget the city planner brings and they hire fire chief and police chief. Police Chief should step down and be held accountable too.

      Apprently the reserve officers don't get paid. They get a gun and uniform to work private jobs and "kick back some money to the chief".

    If they suspended a Walmart employee for suspected theft while they did an investigation that employee would not be given a suspension with pay…….
    Could we stop paying people on suspension. It’s just rewarding them. Suspension is a penalty not a vacation…. And no they can’t use vacation time….

    I grew up in a town of 800, and it was almost like Mayberry. One chief cop, and one Barney Fife. As of a decade ago the cop retired, and the police dept desolved and the Sheriff dept over sees the town now.

    I'm gonna say it again, The mayor knew how many people he was paying to do that top period even if 10% of them were not there period he was still Paying for 40 cops that he knew of to police Is two hundred fifty population town.

      This man is complicit. The address of the municipal court is the same as the mayors office. It's a tiny building with offices three steps from each other.

    A police chief with a warrant. Jesus Christ. He should be fired as well, they paying cops to find and arrest people with warrants, and the person giving the directives has a warrant. Laughable

    Too many U.S. cities are police departments with cities, not cities with police departments. City councils are so intimidated by the police department that they rubber-stamp every budget and other request from the police department. You cannot examine police budgets when crime is high (usually defined by the police department) or when crime is low. It's a sad situation.

    The chances that the mayor knew nothing about this situation are ZERO, not wanting to know about it, at least 100%.

    I'm just waiting to see who from the local government is going to resign first or who from the previous government is going to lawyer up first. Follow the money because how many traffic tickets can you write in a town that size to generate a huge profit without something illegal going on? I live 12 miles from one with a population that size and they were generating over a million dollars a year in traffic fines until the department was sued then investigated and the chief was charged, prosecuted and went to prison.

    Quick rebuttal: If you say you didn't know, you can still be arrested for being a criminal. Any of those cops who have outstanding warrants are in for a nasty shock.

    I grew up and raised my children in small towns. not *this* small, but small enough where there wasn't a mayor in either. the best thing about living in a small town is knowing your neighbors. the worse thing about living in a small town is knowing your neighbor's business. what a crock. if the mayor knew nothing he's obviously lying, in on it, or so ignorant he has no business being in charge of a girl scout cookie drive, let alone a town - and its budget!

    I grew up right around that area in one of the other small towns there - everybody knows *everything* about everyone. There is exactly zero chance the mayor either didn't know beforehand or he wouldn't have heard secondhand even in just casual conversation.

      Is absurd. The tax base wouldn't be close to enough to pay for even a part-time officer. I don't know how funding for police services works in small rural areas of the country. There has to be money from county or state revenue to support towns like this. Even the thought of having a mayor for 250 residents is laughable.

And that B.S. comment the Chief made for hiring those people. Lock them all Up! I've never seen so many negative comments on one subject so quickly. Good for those Investigative Reports but Watch your back. How many other municipalities are operating the same way.

    “Paid Vacation” thank you!! That’s what it is. In that same interview with the major he pointed out that they were not giving tickets “just warnings “ but then how do you explain all that money coming in. Now he says that he wasn’t aware of what the chief was doing but he wants the new chief to be in charge of hiring just so he can continue to deny. All these small towns in Texas are cash grabs, taking the money away from the citizens in the name of “safety”. This abuse needs to end!

    This is the problem when your country runs on litigation, one of the best things that happened in my country, when we adopted Accident Compensation, was we signed away the right to be able to sue for accidents, so we don't get any of the ridiculous lawsuits and settlements we see in the US.

    I think you should have mentioned that these thieves in blue made $ 1 million plus in tickets and summonses. That must of slipped the mayors attention too. Townspeople also talked about how cop cars constantly rebound up and down the main street. I guess the mayor lives in Houston or Dallas or Miami....

    Who is actually behind this? A town of 250 cannot justify the need for let alone afford the cost of 50 officers. I believe The sherriff when 8nterviewed said the average salary was $80,000 per year. How are they getting paid and who authorized it? Seems to me there is far more going on here than meets the eye.

    See Google maps with city limits marked for Coffee City. Very small town with spider legs extending on roads passing through. Little or no housing along the areas shown to be city limits. Hmm, can you say obvious speed trap. Nothing to see here, just go on about your business.

      From all the money they bring in writing tickets on those simply traveling by on the highway. Plus at least ½ their force have a NO SHOW JOB and make their real money from full time employment elsewhere. Their 'employment' with the city is more about the pd health insurance and vacation benefits they get for not working.

    What they should do is suspend them until investigation is complete. If not guilty, retro pay, if guilty the criminal cop should have to refund money while suspended...lose all perks. City Councils are at fault too...charge them for hiring a bad cop.
