My insight for this is that, the word "Buy" is too literal and surface-level. The word is so crude you may associate it to something like "buying milk", "buying paper", "buying wood" etc. The visual design leads you to "Learn more", which implies that you, the user, is going for the "intellectual" and more "sophisticated" action. Which puts you in a persona wherein "You are a wise consumer, since you learned more about it instead of recklessly buying." Now that you have "Learned more", you are now more superior to the typical, reckless, consumer. Your perspective regarding "Buy" have now changed, now that you have reached that phase, then you click Buy and make the purchase.
My assumption is that Apple has research insights that customers predominant behaviors are reviewing product information, specs and comparing against different Apple products. If this is the case that the first user behavior is typically an in-depth review of product information, Apple may be trying to help customers complete that step with more convenience, which could result in more conversion rates.
But Wikipedia is also in fact a very complex Web App. The software it runs on is called MediaWiki and has to support all sortrs of things, including editing, to keep the project going. It's written in PHP. I say this as a programmer and a former Wikipedia administrator.

Also you didn't mention no/low-code solutions being available to help you build web apps faster. An emerging market, rapidly growing. Also, there are some CMSes, headless or not, which remove a huge layer of complexity when devs have to manage data. I wasnt even starting to work as a freelance web developer for many years even though i know how to build website on wordpress because i was thinking its going to be too much hardwork and thinking process into building a even single website (time=money). I was thinking i wouldnt be able to make alot of money out of freelance website builder because even only one website will takes weeks if not months to build and i wont make enough money out of freelance. But after watching this video, it gives me new hope and new direction. Now i can build many wesbites and even scale them.m, still its hardwork but not too hard after watching this video. The easy way to set CSS variables is this: Go to customization > Global Settings > Global Headings, colors, and buttons. I haven't used WordPress in a long time, but you just set a lot of design elements in the settings and then just reuse them throughout. But check new tutorials, maybe there are new and better ways to do that in 2024.
When coding a web app you need to think and engineer a lot of stuff. It takes time. When doing a web site for a business as an example, you don't need to engineer nearly anything, but you need to try different designs and work with css a lot. It takes a lot of time just for a simple thing like a page. A website for a school can take a month and it's not even complicated, just takes time. A web app is more fun
