Parking everywhere is free. The problem is finding a free spot in philipsburg I would recommend to park on Cannegieter street and from there you can walk on down to back street and front street
Too touristy. I'd rather just stay in the US if I m going to hear the same old tired American songs and culture. This is for overweight cruise ship people.

March. It was fine along the beach boardwalk and the tourist areas.
