I don’t think any of the Boring Company tunnels flooded during heavy rains last year. Hopefully whatever they did with those will continue to be the practice for the new tunnels.

Is this thing only if you drive a testicle ? are other EV allowed in there, too, ?and gas vehicles?

Anyone will be allowed to use this thing. You don’t get to bring your own car even if you do drive a Tesla.
