According to Pakistan constitution
"Part IX: Islamic Provisions
227 Provisions relating to the Holy Qur'an and Sunnah.
(1) All existing laws shall be brought in conformity with the Injunctions of Islam as laid down in the Holy Quran and Sunnah, in this Part referred to as the Injunctions of Islam, and no law shall be enacted which is repugnant to such Injunctions."
This transgender law is against the teachings of Quran and Sunnah so it should be brought into the attention of supreme court or federal shariat court according to the constituion.
Also according to Pakista penal code
"377. Unnatural offences.--Whoever voluntarily has carnal intercourse against the order of nature with any man, woman or animal, shall be punished with imprisonment for life, or with imprisonment of either description for a term which [shall not be less than two years nor more than] ten years, and shall also be liable to fine.
Explanation. Penetration is sufficient to constitute the carnal intercourse necessary to the offence described in this Section."
