In all honesty, I know a better pirate build (sadly it doesnt work): Majahapit has a worldwide cb that allows vassalization. And what would be more piratelike than subjugating someone, stealing all their dev by concentrating and then releasing them again? Sadly you can do that only so much before your capital gets too big, so I was super hyped when I saw the custom nation idea "-100% move capital cost" in one of Habibis videos. Sadly there is no way to united both things in one nation in vanilla. So yeah... I guess I will never be a real pirate. :(
