Sir, a little confusion .... if the meaning of dead is මලවුන් අතර, He is dead in 2015 or he was dead in 2015...??
Another puzzle ,, if we use late , he is a late army officer or he was a late army officer... ????

When you ask someone what happened - you can say " He is dead"
But when it is referred to past tense, it's always "was"./ Was a late officer
