Several years after the world was saved by Ultraman Trigger, mankind has turned its gaze skywards to space.
Suddenly, unidentified orbs dubbed “Sphere” invade! They begin their attack on Earth. Asumi Kanata, son of a rice cracker grocer, witnesses this tragedy unfold before him, and vows to protect the people. As he does, he is enveloped in light!
And the new form he takes on... Is it a new Ultraman?!

So apparently, Ultraman Decker's birth was the result of Ultraman Dinas' birth where Dinas reacted to Dyna's light and became an Ultraman, which she would then pass that power to Kanata to complete it. Thus, the Asumi Family lineage as Ultra Warriors begins (Once Kanata marries Dinas that is). Also, this confirms that Ultraman Decker is technically Dyna's "light-biological" off-spring.
Interesting. And in turn, Decker passed on his power to his ancestor when Kanata reacted to the power during the Sphere's initial attack after they and Agams traveled back to the past.
What do you mean by "Decker Asumi reacting to Dyna's light"? Something like that was never stated in the series. As we could see in the movie the Ultraman was born from Lavian Seijin Dinas reacting to Ultraman Dyna's light and eventually evolved into Ultraman Decker in the process of reviving Kanata, who took Ultraman Decker along with him into space. Asumi Decker, whose origin is in space, also has Kaiju cards and uses telepathy (without being an Ultraman anymore), just like a Lavian Seijin, which could mean he is also a descendant from Dinas. So it definetly looks more like the light and abilities passed down to him through the family, instead of there being a second creation of Decker as you suggest in your post. Especially since it does not explain why such a creation of Decker would include Ultra Dimension Cards, which are Lavian tools. So there must be a connection of the Ultraman Decker powers from the future to the creation of Ultraman Dinas in the past.

What I really like decker from other reiwa ultraman is decker design is really represent ultraman dyna I really love it. Unlike ultraman trigger the design is not represent like ultraman tiga.

I just finished ultraman blazar and i found this series which is the one who come first before blazar and here am i again watching ultraman series without English dubbed or atleast a English audio i mean love japanese but i can't still understand it and reading subtitles than watching sucks so i wish the next ultraman series arc would have a English audio same as blazar ,thank you! And the first is great love it.

Not to mention, Gaia is too expensive to spend the budget, if they don't present the new gen Gaia well, fans are just gonna be mad about it lol just like happens in Trigger. So, that's why he took another alternative to make new fresh series ultraman instead and didn't relate to the previous ultras.

I just realized, if a Veteran Civilian that has seen multiple ultraman surface on earth in times of crisis.

Coz seriously every new ultraman just has that Vibe of being new to this shit and just winging it on their first day.
The problem with this is the fact that... Ultraman shows typically don't have continuity, it's one big multiverse which means it's likely a first time thing each instance.
