The belts were held up at 154 by Charlo and his mandatories so there was no way for him to fight for the titles, he already made his name at 140/147 that's the reason he is still getting fights. I don't get why you would say he's questionable though, I'm not the biggest fan but he did unify 140 and fought all the top guys at 147 with the exception of Crawford who had promotional issues before the Spence fight.
